The main reason behind this movement comes from two main global banking players:
- Barclays has unveiled a fund raising plan, and its top shareholder has says it is in favour of it.
- Citi has announced that it might sell itself off -- in pieces or as a whole. This news did what the Saudi investment couldn't: boost Citi and the market.
