This is in large part due to the fact that most markets do not want any backsliding today, after yesterday's magnificent rally on the news that the U.S. government is considering a plan to buy up bad assets for a variety of companies.
The hope that by banning short selling on certain financial stocks, it will be possible to keep the stock market rally going today, and avert a complete meltdown.
