The U.K.'s FTSE 100 was up 3.6 per cent in afternoon trading there, in
a remarkably widespread rally led by BP PLC, HSBC Holdings PLC,
Vodafone Group PLC, and Royal Bank of Scotland. Germany's DAX index was
